I consider therefore that any leave reserve must in future be found not from the Inspectorate but from within the establishment of gazettedTM officers and that such a reserve must be sufficient to allow an officer to take the long leave to which he is entitled, together with annual local leave in accordance with General Orders and the quota of additional leave which may be required for vocational study and for the Second Course. The same considerations apply to gazetted Police Officers as to members of the Administrative Service in the computation of a leave reserve, since both categories of officers are normally recruited at the same age and undergo approximately the same language training. The fraction 1.48 which was worked out for Administrative Officers and notified to you in my confidential Staff Despatch No.107 of 3rd September, 1947, will therefore apply to gazetted police officers and on the basis of

approximately 41 posts. Accepted policy is to appoint local officers gazetted rank as soon as they have acquired the necessary training and experience, and when this stage is reached the factor for leave will be considerably reduced, making possible a corresponding reduction in the establishment.

In your Savingram No.531 of 2nd June, 1948, you approved the creation of three posts of Asst. Commissioner and the regrading to Asst. Commissioner of the second post of Deputy Commissioner in charge of the Special Branch, when next the vacancy occurs.
7. I request approval therefore for a gazetted establishment of 41 posts including 1 Commissioner, 1 Deputy Commissioner (2 for the time being) and 4 Assistant Commissioners (three for the time being), 3 Superintendants and 32 Asst. Superintendants. Compensatory reductions have already been made by reducing the number of European non-gazetted officers from 277 to 210, although at the same time increasing the local Inspectorate by 38 posts from an establish- ment of 52 posts to 90.
8. These proposals have received the approval of the Finance Committee of the Legislative Council.
